The right to freedom of expression in the formation of the new Supreme Court

Abstract
The article is devoted to the study of problematic issues related to the formation of the new Supreme Court. It is about the difficulties that arose in connection with the appeal by judges (candidates for the position of judge) of negative conclusions of the Public Integrity Council under the High qualification commission of judges of Ukraine, in the order of administrative proceedings. In the paper, the author tries, through the prism of an analysis of the provisions of the Convention for the Protection of Human Rights and Fundamental Freedoms and the practice of the European Court of Human Rights, to substantiate the necessity of taking into account by administrative courts guarantees of the right to freedom of expression in the consideration of the specified category of cases. In the framework of such a study, the author tries to answer the questions posed on the basis of a discussion of the legal status of the Public Integrity Council, which is, considering it as an institution of civil society and as a public authority.
