THE RIGHTS RESTRICTIONS IN PUBLIC SERVICE IN UKRAINE AND IN SOME EUROPEAN COUNTRIES

Abstract
The article deals with certain legal restrictions that are mandatory for public servants in Ukraine and European countries. Their role in the status of public servants is determined. It is stated that the Constitution of Ukraine sets only one requirement for a person who claims to be a civil servant - to be citizen of Ukraine, but directly the restriction on the public service in Ukraine is established by the Law of Ukraine “On Civil Service”. The rights restrictions applicable to public servants related to the admission to the civil service and the restrictions related to the passage of service are analyzed. The role of moral (ethical) restrictions for public servants are determined.
