The role of local budgets in regional policy in the current context

Abstract
Introduction. Local budgets are an integral part of the system of budgetary regulation especially in the current context of implementing the reform of decen-tralization of power. Purpose. Тhe purpose of the work is to determine the role of local budgets in the state regional policy in the current context of implementing the reform of fiscal decen¬tralization Results. One of the main tasks of the state regional financial policy is providing on the territory of Ukraine common standards of quality of life of the population of Ukraine and leveling of economic and social development of regions. Authors consider the elements of the implementation of the state regional policy which are sectorial, administrative and territorial parts. The paper also provides recent statistics of dynamics of local budget revenues and other results of the fiscal decentralization. Attention is focused on positive points in the development of regions in which the united territorial communities have been formed. Also the role of the State Fund for Regional Development in the social and economic development of the regions of Ukraine has been identified. And it has been outlined projected amounts of financing of educational, health care, sports, and transports facilities. Conclusion. As a result of the research has been proposed to create equal conditions for access of people from different regions to basic social, communal, administrative, transport, information and other services, favorable conditions for investments, to promote cooperation of territorial communities in order to increase the transparency of costs management.
