THE ROLE OF THE PRIVATE INITIATIVE IN THE DEVELOPMENT OF THE SYSTEM OF SOCIAL POPULATION OF CHILDREN IN BUKOVINIA (END XIX – 30 YEARS OF XX CENTURY)

Abstract
The importance of the private initiative of citizens in the development of the system of state care of children in Bukovina at the end of the nineteenth and first third of the twentieth century was researched. It has been established that in Bukovina, which in those years was part of the Austro-Hungarian empire first, and subsequently – royal Romania, an integrated child care system has developed. It included activities of the state (schools, shelters, orphanages) and public-private (pre-school institutions, bursa, dormitories, shelters) sectors. It was noted that the citizens of the region provided material and financial support to the institutions of care. Described are traditional (adoption, taking into care) and original (establishment of funds for support by citizens, individual patronage) forms of care, recorded in Bukovina in the study period. It is substantiated that the private initiative of the Bukovinites was an important factor in the development of the child care system.
