THE ROLE OF THE STATE IN FORMING THE ECONOMIC POTENTIAL OF RURAL TERRITORIES IN DECENTRALIZATION CONDITIONS

Abstract
The article considers the role of the main subjects of forming the economic potential of rural areas in Ukraine under the current conditions, namely, the population, business, local governments and the state. Investigated the state’s participation in this process through the functions of state regulation of the economy through monetary and fiscal policies, labor and economic legislation, the implementation of state programs for the development of certain sectors of the national economy, or state programs of regional development, as well as foreign policy. The institutional experience of the EU countries in shaping economic potential and methods of state influence on this process are highlighted. A comparative analysis of the rural development economic instruments used by the state during the implementation of regional and agrarian policies was carried out.
