Abstract
The effect of the campaign viswantho on the changes in personnel of enterprises and public institutions of the Soviet Union period of the new economic policy. The reasons for the introduction of the campaign, its development, completion and impact on employees and institutions. Special attention is paid to socio-political characteristics of the nominees.
