The scope of legal regulation in general laws (codes) on administrative procedure

Abstract
The article deals with the universal tendency to the regulation of public administration`s activities in general laws (codes) on administrative procedure. The approaches on a scope of legal regulation in such a laws (codes) of different countries are analyzed as well as soft law documents of the European institutions. Author has come to the conclusion that a model of a perspective Ukrainian general law (code) on administrative procedure must take into consideration forecast of it’s effectiveness.
