The Smart Cities MethodoLogy based on public value: The first evaluation cycle

Abstract
Several smart cities initiativesare currently underway around the world, and thistrend is expected to grow in the coming years. Such initiatives should bedesigned according to the needs and conditionsof each municipality, with the aim of expandingor generatingpublic value for stakeholders. This paper analyzes the results obtained from afirstevaluation cycle of the Smart Cities MethodoLogy and its components (a reference model and an assessmentmethod), developed based on aPublic Valueperspective, in a studyconducted withinthe Design Science epistemological paradigm and Design Science Researchmethod. The artifacts developed to solve the identified problem were evaluated, based on the perceptionsreported byrepresentatives of the Quadruple Helix (government, industry, academia and citizens) from different knowledge areas. The results of this first evaluation cycle allowed for improvements tobe madetothe initial versions of the three artifactsand the perceptions obtained indicated they can aid in the design and evaluationof smart citiesby bringing together supposed intelligent best practices that generate public value, thus constituting a scientific contribution of a prescriptive nature
