The Solicitude of the Diocesan Bishop for the Adequate Means of Livelihood of Clergy

Abstract

The right to equitable remuneration should undoubtedly be regarded as one of the most basic rights of man. This right belongs, therefore, also to the clergy as evidenced by the code legislator dispositions contained in can. 384 – adequate means of livelihood, and can. 281 § 1 – fitting remuneration. A decent living for the clergy should be such that it provides for the necessities of their life, is adequate to apostolic liberty and provides an opportunity to assist the needy. The entities obliged to care for the proper support of priests are the diocesan bishops. The eligible entities are all ministers, not excluding permanent deacons who dedicate themselves full-time to ecclesiastical ministry and do not receive remuneration by reason of a secular profession. The diocesan bishop is the main administrator of church property in the particular Church. Equipped by the code legislature with extensive powers for the good and efficient management of this property, he has sufficient and appropriate tools to meet the obligation of caring for the proper support of the clergy. This commitment he fulfills by reminding the faithful of the obligation to address the needs of the Church and by seeking the proper execution of this obligation (can. 1261 § 2). The implementation of this commitment is also assisted by a special fund which collects offerings and temporal goods for the purpose of providing for the support of the clergy who serve the particular Church, or unless they are otherwise catered for (can. 1274 § 1).
