THE STATUS OF THE HEAD OF THE STATE ADMINISTRATION AND EFFECTIVENESS OF MANAGEMENT ACTIVITIES: ADMINISTRATIVE AND LEGAL ASPECTS

Abstract
Complex problems that exist in the practice of public administration are caused largely by imperfect legislation, which is intended to regulate the status of the direct perpetrators of the functions and tasks of the state the heads of the authorities constituting the state administration. The transformation of the system of state management towards the formation of a new type of relationships between the state and the individual highlights the increasing legislative requirements for persons who occupy positions in state administration and requirements to the contents and nature of the legislation on the status of such persons.
