The Struggle of the Centralism Principles and the Decentralization in the Cooperative Movement Development during the 2nd All-Russian Cooperative Congress in 1913

Abstract

circumstances the session was convened, that can be characterized as a suspicious attitude of the officials, strict regulation of the speeches and discussions topics. During the session there were outlined two groups of the cooperators: the supporters of the cooperative movement centralization within the Russian Empire (the representatives of the metropolitan organizations) and the representatives of the more democratic way of development that was grounded on the idea of the strong local centers (this group contained the delegates centered around the national criteria, basically Ukrainians and Jews). The article points out that the intentions to the decentralization were determined not only by the intentions to organize the work of the local organizations effectively but had also certain ideological implication. Though, the cooperators tried to stay within the borders of the economic problems discussions, their position undergone the influence of the political factors. Logically, the position of the decentralization was supported by the delegates from the suppressed region of the Russian Empire. The analogy can observed between the mistrust to the local cooperative institutions and the mistrust to the centralized state. Thus, the intention to get rid of the others guidance and get the possibility to build its own national life was expressed. The session decision on the acceptance of the single cooperative law, to found the All-Russian cooperative institute as the center of the scientific and enlightenment organization stated the passing of the cooperative movement on the qualitatively new level of its development.
