The tasks and functions of public administration in the sphere of the use of natural resources

Abstract
It is determined that the formation of a public service model of the state requires the implementation of transformational reforms in public administration in all spheres of public life. It is emphasized that the problem of definition of the concept of “public administration”, definition of its mechanism and features of implementation remains debatable. The author emphasizes that the question of the ownership of public administration to the subject of administrative law is dogmatically unresolved.
