THE THEORETICAL ASPECTS OF DECENTRALIZATION IN TERMS OF TRANSFORMATION OF THE ADMINISTRATIVE TERRITORIAL AND FINANCIAL SYSTEM OF UKRAINE

Abstract
The essence of decentralization on the basis of analysis of scientific works of domestic and foreign scientists is revealed. The role of financial and administrative decentralization in the reform of the administrative-territorial and financial system of Ukraine is revealed. The approaches to the definition of the essence of deconcentration and devolition, as well as their interrelation with decentralization are analyzed. The criteria of differentiation the forms of decentralization - deconcentration, delegation and devolution are determined.
