THE THEORETICAL BASIS FOR THE FORMATION OF INVESTMENT POLICY OF DEVELOPMENT OF AGRICULTURE OF UKRAINE

Abstract

Many scientists – economists for centuries are searching for models and mechanisms that would actively influence the social development of different countries of the world. Solving this difficult task, scientists take as a basis those achievements that have taken place since the XIII century. Investigating the evolutionary path of various theories, scientists came to the conclusion that there are no universal theories of the socio-economic development of countries. Each country, having its own traditions, culture, and a different level of social development, relying on the theoretical and practical achievements of other countries, must have its own way of developing its own economy. Having a great potential of natural resources and centuries-old experience of managing the land, Ukraine is searching for new forms of development of the agrarian sector, along with industry is the basis of the country’s socio-economic growth. The aim of the scientific work is to study the theoretical basis for the formation of the investment policy for the development of agriculture in Ukraine. Theoretical achievements of economic schools that operated at different times are the foundation for improving the mechanisms for the formation and implementation of investment policies of the state, region, industry. Taking into account peculiarities of its development and relying on the theory and practice of managing the investment processes of economically developed countries, countries are building a market economy, to which Ukraine belongs, should have their own investment policy that would meet the needs of society. Modern theories of the economic development of individual industries, including agrarian, supplement with new provisions that increase the level of effectiveness of mechanisms for attracting domestic and foreign investment. Mechanisms for the formation and use of investment resources will be effective only if there is political stability in the country, developed sectoral market infrastructure, innovative environmentally safe technologies will be introduced, and highly qualified human resources will be formed.
