The Theoretical Justification of the State Social Policy

Abstract
The article deals with the theoretical basis of the state social policy. It supports the idea that the modern problems of development of any country can not be solved only with the help of scientific and technological progress and financial resources. That is why the implementation of the social functions assigned to the state through the system of legislative and executive bodies at the level of the head of the state, the parliament, the government, the local authorities. Formation of a developed economy of any country is impossible without effective social policies. Social policy should be based on three main principles: prioritizing public social security issues; enhancing the role of personal labor income to meet the socio-cultural and household needs of the population and eliminate dependency on this basis; creation of a new funding mechanism of the social sphere, that is, the transition from state paternalism to social partnership.
