The transformation of the social welfare system: optimal approach

Abstract
This article describes the procedures that are offered as required in reforming the social welfare system. The concept of human capital development, social balance and social risk management as the theoretical assumptions of modern transformations of social protection is analyzed. Author investigates the features of globalization social processes that alter the mechanisms of social protection at the national level. The experience of social welfare system in countries with transition economy is explored. Author describes the principles of funding social expenditures, compliance with which would achieve strategic goals and ensure the social expenditures effectiveness.
