THEORETICAL AND LEGAL CHARACTERISTICS OF THE RIGHTS OF A CIVIL SERVANT

Abstract
The article is devoted to the description of the rights of a civil servant as an integral element of the legal status in the context of the Law "On Civil Service" in 2015 in a comparative analysis with his rights prescribed by the Laws of Ukraine "On Civil Service", 1993 and 2011. The attention is focused on such types of civil servant rights as general, basic, special, official. It is characterized the right to: respect for one's personality, honor and dignity, respectful attitude of oneself by the leaders, employees and other persons is characterized; clear definition of job responsibilities; proper working conditions, conditions of service and their material and technical support; vocational training, in particular for public funds; career advancement taking into account professional competence and conscientious fulfillment of their official duties, etc.
