THEORETICAL AND METHODOLOGICAL BASIS OF THE STATE POLICY OF IMPORT SUBSTITUTION: THROUGH THE PRISM OF ENSURING THE ECONOMIC SECURITY OF THE STATE

Abstract
Purpose – scientific substantiation of the theoretical and methodological basis of the state policy of import substitution through the prism of ensuring the economic security of the state. Methodology of research. To achieve this goal are used special and traditional methods of research of economic systems: to generalize the essential characteristics and the theoretical foundations of the state policy of import substitution – analysis, synthesis and comparison; for the identification of import substitution as a tool for ensuring economic security of the state – system and comparative analysis. Findings. It is established that in the scientific literature the concept of «import substitution» is considered under different approaches. It is proved that today many scientists adhere to a managerial approach and determine the main role of state protectionist measures in implementing the policy of import substitution. The interdependence of substantiated import substitution, internal market and economic security as objects of the state policy of economic growth. It is assumed that import substitution does not need to be considered as a tactic of the state in reducing external dependence, and therefore the period of its effective use for the economy and its security depends on many factors. The import substitution should be substantiated as a process that allows us to find out its conceptual characteristics when developing and implementing relevant state programs. This is especially important when such programs combine the tasks of economic growth and economic security of the state. Originality. The further development of scientific work on the construction of the theoretical and methodical apparatus of the state policy of import substitution was acquired, which takes into account aspects of ensuring economic security of the state. Practical value. The determined theoretical and methodological basis will allow to formulate the common terminology in the state policy of import substitution and to clarify their conceptual content while ensuring the economic security of the state.
