Theoretical and methodological basis of the study of China’s «soft power»

Abstract
At the beginning of the XXI century the policy of «soft power» plays an important role. The article analyzes the implementation of elements of public diplomacy in China’s foreign policy strategy, discovers features of «soft power» in the Chinese and foreign historiography. The negative image of China in foreign countries in 1990s pushed the expert community to more advanced study of the interaction with foreign audiences and constructing a positive image of the country in the world. Debates at all levels about what is a public diplomacy of China and which limits of «soft power» should be still last. The current system of public diplomacy has an organizational structure, it includes the Central Department of Social Affairs and the State Council of the People’s Republic of China. The State Council aims to spread truthful information about domestic and foreign policy of China and to promote the establishment of objective and reliable image of the country. Practice of White Book’s publication and press conferences in English were started. After the transition to a pragmatic policy emphasis in providing foreign aid changed – now the main goal isn’t to support the communist movement, it’s ensuring a peaceful environment for the country’s development needs.
