THEORETICAL ASPECTS OF EVOLUTIONAL MODELING PROCESS OF INNOVATIONAL DEVELOPMENT IN THE REGION

Abstract
In the article it was explored theoretical positions of evolutionary modeling ac-cording to which the process of innovative development of the region is considered as a complex self-organizing system, the state of which can be determined by the development of information flows, which are used as scientific publications. It is shown that the increase curve of publications can be roughly approximated by one exponent. In the future, when approaching the deceleration in the growth, a gradual slowdown in the rate of development of the process occurs-the exponential section is replaced by a logarithmic one. At the same time, the most "weak" element of the process, which is running out of resources, firstly, as a rule, slows down the development of the whole process, and therefore its further development is possible only after its reorganization or replacement. It is proved that there are periods of acceleration of innovative development and its slowdown. That is, the process of innovative development is characterized by alternating periods of acceleration and deceleration in the growth. During the periods of accelerated innovative development, potential opportunities for transition to new research methods, slowing and updating of fundamental provisions are realized - the process is functioning. In the period of deceleration of innovation development, a system of new knowledge is being formed, that means the process is developing. The investigated regularities of the innovative development of the region allow us to consider the established mathematical dependence as a generalized information model of innovative development of certain territorial and economic zones of the country.
