Abstract

In the article the theoretical aspects of the study of mechanisms of land management. Proved that the land management of local communities in terms of decentralization of power today is an important theoretical and methodological problems at different levels of government. The author proved that the development of the theory and practice of public administration in the field of land management requires in-depth independent research processes taking place in Ukraine in context reform. Problem setting. In Ukraine land as a factor of well-being and growth is still underestimated. Of great importance are the problems of land use today, in terms of decentralization of power inUkraine. It is connected with administration of land resources on the current stage of land reform, which is performed in our country within almost uncontrolled market relations development in the land question, contradictory of land legislation. It can cause danger of loss of land as social and cultural, ecological, economical and political treasure. Recent research and publications analysis. Great impact to the research of several aspects of public administration of land resources has been made by V. Bokolag, O. Botezat, V. Drugak, O. Mordvinov, A. Merzliak, O. Okhrii etc. Thoretical and practical principles of land resources administration have been made by I. Bystriakov, V. Budziak, Ju. Dehtiarenko, M. Fedorov etc. Methodical aspects, sense of the “public administration of land resources” concept have been analyzed by foreign and domestic scientists D. Babmindra, V. Viun, V. Horlachuk, D. Dobriak, L. Novakovskii etc. Paper objective. Even taking into account great variety of publications, we can say that the problem of improvement of the mechanisms of land resources administration by local communities in the terms of decentralization in Ukraine hasn’t been analyzed properly yet. The aim of the article is research and generalization of scientific approach to the mentioned problem in domestic and foreign scientific literature. Paper main body. In the paper scientific approaches of domestic and foreign scientists on the issue of land resources administration were analyzed and generalized. Approach of effective use of land resources, conceptual approach, and methodical approach were pointed out in the article. Our analysis of scientific approaches proves that powers of local bodies in the land administration area have been constantly analyzed in scientific works for the last several years. Conclusions of the research. Scientific approach to the land resources administering gives the possibility to apply different classifications of scientific research in this area of society life. In terms of decentralization it is necessary to improve land administration by local communities to increase effectiveness of their exploitation on the bases of general and special scientific approaches, such as conceptual, methodological, methodical, complex, economical (effective exploitation of land resources). But today new scientific research (systematic one) in this important area is of great demand, it would help to improve the mechanisms of land resources administration by local communities in the terms of decentralization in Ukraine.
