Theoretical aspects of strategic planning under decentralization.

Abstract
In Ukraine there is broad reform of the entire system of public administration and local government in particular. The changes that are characteristic of the decentralization process to occur very quickly and are not only important theoretical, namely, real change current regulatory framework for regional development, but purely practical guidance on the development of communities combined with the full range of necessary reforms. However, under construction, united community faced a number of problems and challenges, such as globalization of the economy, increased labor mobility and the associated rise in unemployment, increasing international competition for investment and development resources. The answer to these and other challenges, some may be promising (medium and long term) planning OTG. In addition, attention needs to focus methodology development strategy united the local community. Moreover, the process of developing such a strategy must be structured in line with European best practices and have analytical and application components. The methodology should integrate the key aspects of life and development: economic, social and environmental, supporting their interactions, as well as to promote the active participation of all interested and qualified persons in the strategic planning and implementation of development plans in accordance with their interests and capabilities.
