To question of lack of legislative definition of the term “local building needs”

Abstract
The concept of the object of urban development on the state and regional levels, the features of urban development is investigated. The absence of a clear definition of the concept of engineering, transport facilities and communications in the current legislation, which creates precedents for the unequal application of the law by the executive authorities and local self-government bodies. In order to eliminate this gap, it is proposed to amend the paragraph. 5, p.1, art. 1 of the law of Ukraine “About regulation of town-planning activity”. In the process of studying the peculiarities of urban planning at the regional level, it is proposed to investigate the essence of the concept of “urban planning needs” from the study of the essence of the notion of the needs of interested actors, in the quality of which identified the inhabitants of the settlement (individuals), enterprises, organizations, institutions, located on the territory of this item. According to the results of the study, the definition of “urban planning needs” is given.
