TOOLS FOR STATE SUPPORT OF MANUFACTURING BIOFUEL IN THE LEADING COUNTRIES OF THE WORLD AND DIRECTIONS OF THEIR USE IN THE DOMESTIC PRACTICE

Abstract
Purpose. The aim of the article is the development of theoretical, provisions and practical recommendations for the development of tools for stimulating the development of production, sale, processing and use of biological fuels and justifying the directions of their use in domestic practice. Methodology of the research. General and scientific tasks and special methods are used for solving the tasks: dialectical, abstract and logical (theoretical generalizations and conclusions formation); induction and deduction (in the collection, systematization, processing of information, intelligent problems); monographic (to study the social and economic nature, functions of subjects of state support – producers of biofuels). Findings. The economic levers of biofuel of market regulation in the leading countries of the world are analyzed; tools for stimulation of production and consumption of biological fuels are disclosed. Problems that arise during the formation of the biofuel market in Ukraine, in particular biodiesel fuel and bioethanol are systematized. We believe that the constraints on the development of the biofuels market in Ukraine are the imperfection of the regulatory framework. The effective instruments of state regulation of biofuel market in the country that will have a positive impact on its production and consumption are proposed. Originality. The influence of state regulation instruments on the level of bioenergy development in the leading countries of the world as an alternative source of energy and directions of its use in Ukraine is substantiated. Practical value. It is proved that it is expedient to provide a system of privileges for their use, as well as to strengthen control over harmful emissions of vehicles and to provide appropriate fines in order to stimulate the use of alternative fuels in the country.
