Abstract

Approaches regarding the theoretical and methodological foundations of systemic transformation of human resources development. The author 's definition of the essential characteristics of human resources. A modern paradigm, which is based on a comprehensive definition of the essence of multi-level development of human resources management system (at the macro, meso and micro levels), using the strategic approaches to system transformation in order to meet the needs of all members of social and labor relations and ensure permanent human development.
