Transformation of social functions of the state: financial aspect

Abstract
The article is concerned with the theoretical and methodological researches, organizational, economical and applied problems of social functions of the State realization through the budget finance mechanism, insurance, attraction of the owned capital by the social sector institutions. The perspectives of changes in the performance, financing of the social sector institutions and regulatory actions of the State were analyzed.
