Turkish Experience in Reforming Secondary Education in the Context of Globalization

Abstract

The system of secondary education in Turkey is reviewed in the article. The stages of the formation and development of the secondary education system are analysed. The process of modernization of the system of education is characterized. The law on education based on the "4+4+4" formula provides for compulsory 12-year education. According to the law, compulsory 4-year primary schools as well as schools and lyceums of mandatory secondary education were formed, where different programs could be implemented. The law presupposes studying the Quran and the life history of the prophets by choice. In secondary and Imam-Hatip schools courses are chosen to be taught depending on the students’ abilities and their intellectual level. After 12 years of training graduates are required to pass finishing examination in order to obtain the diploma of secondary education. Examination is taken in one of 4 academic fields: Turkish Language – Mathematics, Mathematics – Science, Social Sciences – Foreign Languages. The examination is held nationwide. Private education in Turkey, including educational institutions designed for those who are not enrolled in the public education system, is analysed. The following types of private schools are distinguished: Turkish primary schools, foreign primary schools, international primary schools, practical arts colleges for girls, vocational and technical centres, public education centres and educational courses. The main difficulties faced by the Turkish education system are identified in the article: low enrolment rate; high illiteracy rate; low quality of education. The positive experience in reforming secondary education is defined, namely: introduction of free secondary education; overcoming illiteracy of the population; meeting the needs for diversity in society.
