Türkiye’de Kamu Özel İşbirliği Uygulamasının Mali Saydamlık Açısından Değerlendirilmesi

Abstract
Kamu Özel İşbirliği (KÖİ) modeli, kamu ile özel sektör arasında, en belirgin özelliği hizmet sunumunda finansmanın özel sektör tarafından sağlandığı risklerin taraflar arasında dengeli biçimde dağılmasını amaçlayan bir sözleşme olarak tanımlanabilir. KÖİ proje maliyetlerinin bütçede gider olarak görülmemesi sebebiyle son yıllarda kamu hizmeti sunumunda sıklıkla başvurulan bir yöntem haline gelmiştir. Söz konusu yöntemde kamunun yükümlülüklerinin kamuoyunca izlenebilmesi adına mali saydamlık olgusu önem kazanmaktadır. Bu çalışmada Türkiye’deki KÖİ uygulamaları mali saydamlık açısından değerlendirilmektedir.
