TYPOLOGY OF PROBLEM REGIONS IN THE CONDITIONS OF THE INFORMATION ECONOMY

Abstract
Sustainable development of the state is determined by the level of socio-ecological and economic development of its regions. Scientists agree that the causes of problem regions are the lack of financial resources, disadvantageous location, and other factors. We believe that the definition of the problem of the region in modern realities cannot be achieved, firstly, without taking into account the objectives of the concept of sustainable development, and secondly, overcoming the problems of regions and achieving sustainable development should be based on a new technology, i.e., information technology and services, according to that a lot of funds are not needed to stimulate the development of problem areas, but an effective system of strategic management is needed, aimed at finding and using new opportunities for territories to ensure socio-economic and ecological development. The purpose of the article is to investigate the concept of the problem of the region and establish the conformity of existing approaches to the typology of problem regions to the conditions of the information economy, taking into account the problems of sustainable development. The region is a complex dynamic system, the functioning of which depends entirely on the availability of resources and the quality management of them. NTP and its associated dynamic transformations against the background of exhaustion of natural resources, inappropriate resource consumption, and a number of other problems, on the one hand, complicates the situation through constant changes, making the habitat unstable, on the other hand, makes adaptation to change through the improvement that can help to solve existing problems. In connection with the transition to a new basic technology and a strategic task – the achievement of sustainable development, the approaches to determining the problem of regions should change. The diversity of the problems of ensuring the management of regional progress to achieve the regional sustainable development for a long-term perspective, taking into account a set of specific territorial-local problems and difficult situations to be solved, makes it difficult to determine the content of the category “problem region”. The modern development of the region is directly connected with the sphere of services. However, in the most well-known classifications of problem regions, this is not taken into account. The existing typology of regions is based on the definition of problems from the perspective of the primary and secondary sectors. Post-industrial society is characterized by the rapid development of the tertiary sector – the sphere of services. Moreover, economically developed countries have switched to information technology, which scientists called the quaternary sector of the economy. The dynamic environment requires revision of traditional approaches to the development of problem regions in search of additional opportunities for the wise use of their resources to overcome the problem and ensure socio-ecological and economic development.
