Abstract
The purpose of the study is to improve the management of innovation potential in the sphere of housing and communal services in conditions of decentralization of the region and the measures of reform in this area. Theoretical and methodological basis of research - scientific work and the development of domestic and foreign authors; National Program of reforming housing. To achieve a particular purpose applicable general scientific and comparative analytical methods. Investigated the need of innovative potential in conditions of increased competition for domestic producers in an effort to integrate them into the global economy. Analyzed and found unsatisfactory technical, technological and financial condition of housing and communal services in the regions. Substantiated formation of steps of the National Program reforming of housing and communal services. At the course of stirring up the attraction of foreign investments had some obstacles related to the excessive centralization of financial resources and insufficiency of economic freedom in the framework regions. Investigated that innovative activity in Ukraine is still low, this is due to insufficiency of funding scientific activity (applied research and development), as well as the insufficiency incentives for the production of innovative activity. The unfavorable macroeconomic situation and the government's steps to diversion of working capital, increase the tax burden leads to a decrease in innovation activity of enterprises. Among the priority sectors of the state economy, that need stimulating investment and innovation activities also include housing and communal services, which remains one of the most technically backward sector of the national economy with many problems. The current state of technological infrastructure does not meet the requirements of a market economy. Indicated on the qualitative analysis of technological backwardness of the state of housing and communal services in Ukraine, leading foreign experts, in particular, from the Friedrich Ebert Foundation. The scientific novelty of the research based on the need to improve the management of innovative potential and to develop proposals consistent reform in the housing sector. The practical significance of the work is recommendations take advantage for the residents of the housing stock by creating condominium associations. The prospect of further research - analysis of existing condominium associations in regions and developing proposals for elimination of deficiencies of their activities.
