Abstract
The disclosure of the features and tendencies of innovative development in the modern period is based on the definition of its new characteristics, due to postindustrialism transformations. The purpose of this paper is justification the main elements of the open national innovation systems and their integration into international innovation collaboration. During the execution of the tasks the methods of system and structural-functional analysis in order to substantiate the main components of open innovation systems and the factors and directions of their formation and functioning are used. The main characteristics of open innovation is innovative entrepreneurship, innovation networks, innovation partnerships, innovation clusters and ecosystems. The driving force of the innovation process is an entrepreneurial innovation activity that covers all stages and areas of systemic innovation process based on innovations – technological, managerial, market, social, and provides innovative development of the society. Innovative collaboration is involves the inclusion of participants in the innovation process with the use of such forms as technology transfer, information exchange, scientific and educational programs, exchange of innovative commercial products. The innovative partnership is based on a combination of innovative resources and activities of their members – the creation of innovative enterprises, joint implementation of innovative projects. In the modern period innovative cooperation and partnerships is developed at the level of corporations, industries and sectors of the national economy and at the international level. The development of innovative cooperation and partnerships is depends on the development and state of innovation ecosystems as environments of open innovation. Under the influence of global factors of development of innovative clusters inherent in the trend of internationalization of innovation activity on the basis of international cooperation of clusters in different countries. Innovative development leads to certain transformations of human capital, an increase in levels innovativeness and innovation. The internationalization of human capital innovation is based on the development of international scientific and technical cooperation, the implementation of socio-humanitarian programs. Development of innovative entrepreneurship, innovation networks innovation collaboration and partnership, innovation ecosystems and clusters are areas of formation of open innovation systems. Human capital development innovation is at the core of open innovation systems. Scientific novelty of the article lies in identification of conditions and factors of the acquisition of innovative systems of various levels of a public nature, the rationale for their components and directions of internationalization. Practical significance of the obtained results is that the subjects of innovation activity the article for organizing the innovation process based on the principles of open innovation. Further research specified research problems will be focused on justification of specific features of reproduction of human capital in open innovation systems.
