UKRAINIAN POLICE REFORM: THE AMERICAN EXPERIENCE

Abstract
The article analyzes the condition of the police reform in Ukraine as of this publication. The author analyzes the similar provisions of the statute in the US and other countries, as well as its positive and negative sides. The article deals with an effort of Ukrainian legislator to reform the Ukrainian police on the American principle. The author makes suggestions for improving the existing legislation. The main purpose of this article is to analyze the international experience and to implement the most appropriate elements of the US regulatory legal acts to the Ukrainian police reform. Also it should be clearly defined the role and place of the law enforcement system reform in Ukraine, in terms of respect for fundamental human rights and freedoms and the protection of public order. Practically, police reform in Ukraine primarily includes the providing of the fundamentally new scheme of work of the National Police, which should serve the following objectives and principles – to cater the community by providing protection human rights and freedoms, to counteracting crime, to support public safety and public order. The author analyzes the US legislation in police sphere and court decisions. Also author tries to make suggestions for improving the functioning of the new police force, as well, as it faster and more effective reforming. The Ukrainian experience of implementation of this provisions is analyzed in the article.
