Abstract

A participatory strategy for local development. The case of Tebessa territory in Algeria. In 2016, the wilaya of Tebessa had a deficient distribution of people and goods across its territory. This situation was engendered by public policies which, since the independence of Algeria in 1962, have concentrated state investments in a few communes, leading to depopulations by continuous and massive migrations of people from disadvantaged communes. By the way, state funding is mainly oriented towards the tertiary sector, hence the decay of agriculture and industry which once brought wealth to the territory of Tebessa. This decline was aggravated by the scarcity of water in this arid and semi-arid environment. Thanks to a participative approach combined with the SWOT analysis, judicious strategic actions are proposed. Four sectors are to be promoted, with priority: hydraulics, the mining industry, agriculture, tourism and, last but not least, basic infrastructures. Our development strategy aims at communal equity in terms of asset allocation by valuing local resources.
