Urban (city) management with the emphasis on ‘CDS approach in central cities, of Iran

Abstract
Managing a city, would not be possible, without management. City development has compelled the designers, programmers, and the experts of the city (urban) issue, to study more about the different dimensions of developing urban areas and the analysis of the different city management, in order to present new solution. Big cities, on the one hand, with regards to their population and density, have especial complexities in city management and control. And on the other hand, small and central cities, are also faced with difficulties, and problems. Therefore, if they don’t take action to resolve these issues with programmers in the targeted way, the country’s city management group will be more blind at the national, regional and the local level. To help create participatory decision-making processes in developing countries and central cities in order to reduce urban poverty and ensuring sustainable development, the coalition of cities organization, promotes the city development strategy as an effective tool. This study was conducted on quantitative analytical method. The objective of this article is to use the city development strategy in the management of central cities, for the elimination of crises, challenges and urban issues in developing counties, including Iran. To conclude, strengthening and development of small and middle cities, can be regarded as appropriate strategies for the balance of the spatial system of urban network of the country and can orient the urban network system, in a harmonious and rational trend. This will only be achieved with appropriate management system in all the pillars of the city and due to the potentials and talents of small and middle cities. In this regard, familiarities with new urban and regional planning tools, including the strategy of city development to improve the management of middle cities, is a new approach that if there is a suitable substrate, it can definitely produce beneficial results for the central cities in developing countries, including Iran.
