URBAN COMMUNITY IN CRISIS? From the crisis to the urban cluster. In search of a new formula of small cities development

Abstract
The main goal of this article is to present a draft concept of urban clusters which may be seen as a good answer to the challenges met by small cities and towns. Globalization led to the rapid development of global connections and created a new global settlement pattern based on the idea of city as a marketing product. As a result, cities and towns must compete on the global market of locations for different resources needed for their socio-economic development. Due to the fact that many small cities and towns do not have enough resources to participate in this competition, a new local development policy approach should be established. The urban clusters are based on planned cooperation between local governments in the area of exchange of public and private resources in order to jointly create goods and services allowing these cities to achieve the global market competitiveness. The following article presents the most important kinds of resources useful for establishing the urban clusters, and discusses barriers which may limit opportunities for strengthening cooperation for developing the local competitiveness. There are also discussed the different factors distinguishing the concept of the urban clusters from a traditional economic cluster theories.<br/><br/>
