USE OF BUDGET FUNDS NOT FOR THE INTENDED PURPOSE: APPLICATION OF FINANCIAL AND LEGAL MEASURES OF INFLUENCE

Abstract
The article investigates the application of financial and legal measures of influence on the use of budget funds not for the intended purpose. The peculiarities of the application of the warning about inadequate implementation of the budget legislation with the requirement to eliminate the violation of the budget legislation, the suspension of operations with budget funds, suspension of budget allocations, reduction of budget allocations, and the return of budget funds to the corresponding budget have been analyzed. Proposed from the list of budget violations, for which a warning is applied about improper implementation of the budget legislation with the requirement to eliminate the violation of budget laws, delete clause 24, part 1, article 116 of the Budget Code of Ukraine – misuse of budget funds (the requirement to eliminate breaches of the budget law may be set out in the decision on the application of another measure of influence for misuse of funds).
