УЗГОДЖЕННЯ КВАЛІФІКАЦІЙ З УРАХУВАННЯМ ПОТРЕБ РИНКУ ПРАЦІ: ПРОБЛЕМИ ТА ШЛЯХИ РОЗВ’ЯЗАННЯ

Abstract
Кваліфікація як сукупність професійних знань, навичок та досвіду виступає найважливішим нематеріальним активом людських ресурсів та суспільства в цілому. В сучасному глобалізованому світі все складніше досягти балансу між попитом на кваліфікації та їх пропозицією, що пояснює загострення проблем їхнього неспівпадіння. У статті розглядаються теоретичні та прикладні аспекти проблем кваліфікаційного неспівпадіння з сучасними потребами ринку праці. Уточнено сутність основних категорій, що характеризують неспівпадіння кваліфікацій, та здійснено їх типологію. Досліджено взаємозв’язки неспівпадіння в освіченості та кваліфікації на рівні підприємства та її вплив на продуктивність. Визначено взаємозв’язок соціально-економічного розвитку з узгодженням кваліфікацій. Проаналізовано неспівпадіння кваліфікацій з вимогами робочих місць у віковій групі 15–29 рр. в Україні та деяких країнах світу. Встановлено, що Україна володіє значним потенціалом надмірно освіченої робочої сили, яка не може бути працевлаштована через брак відповідних робочих місць. Серед шляхів узгодження кваліфікацій з вимогами робочих місць вбачається необхідність консолідації зусиль усіх стейкхолдерів у напрямах: удосконалення статистичного обліку розподілу робочої сили за професіями та кваліфікаціями; узгодження професій та напрямів підготовки; затвердження професійних стандартів; створення єдиної інформаційної бази та методичного забезпечення для прогнозування попиту й пропозиції на компетенції.
