Values are influencing tools for the leaders as much as they are important for all humanity. Strong leadership begins to have strong values. The aim of this study is developing value-based leadership scale. The study was carried out on 1179 students who are studying at educational faculty and faculty of arts and sciences at a university in Central Anatolia. The scale development study was started with a comprehensive literature search and an item pool was prepared in accordance with the theoretical basis. A 72-item draft scale, which was selected from the item pool, was presented to expert opinions in terms of content and language validity and a 54-item trial form was obtained. The pilot application was carried out on 654 and the main application on 525 participants. In both stages, Exploratory and Confirmatory factor analyzes, item and reliability analyzes were performed. The results of the analyzes showed that a 4 factor scale with 31 items was obtained. The factors of this scale account for 65.66 % of the variance. The model fit indices (χ2/df =1.48; CFI=0.966; NFI=0.904; IFI=0.966; TLI=0.957 and RMSEA=0.05) were within acceptable limits. In conclusion, it has been decided that this scale can be used as a valid and reliable measurement tool. The findings are discussed on the basis of relevant literature.
