Abstract
The article analyzes the division of offenses into types according to such a criterion as the sphere in which they are committed, according to the subjects that make them, as well as depending on the position occupied by the offender. The administrative law regulating the administrative activity of public authorities and officials is described, and the approaches proposed to determine the theoretical basis for the creation of a system of normative and legal acts in the area of responsibility for public misconduct, which will form the basis for the further formation of mutual responsibility between public authorities and citizens.
