ВПЛИВ ДЕРЖАВНОЇ РЕГУЛЯТОРНОЇ ПОЛІТИКИ НА ФУНКЦІОНУВАННЯ АГРАРНОГО СЕКТОРУ

Abstract
Kupchyshina O.A. Influence of the state regulatory policy on the functioning of the agricultural sector. It is determined that one of the important modern methodological approaches when studying the volume and efficiency of the state regulatory policy in the agrarian sector is the approach of the Organization for Economic Cooperation and Development (OECD). At the same time, the agro-sector is considered as a set of three elements: the aggregate of agrarian enterprises, the general support sector and consumers of agrarian products. The dynamics of the resultant level of government support for the agricultural sector (TSE) for Ukraine for 1995-2016 is characterized by diverse trends, which testifies to the absence of a targeted, consistent policy in the field of agrarian production in Ukraine. TSE for Ukraine in terms of volume is comparable to Kazakhstan, while TSE Kazakhstan is characterized by a lower amplitude of fluctuations in relation to Ukraine, indicating a more balanced and consistent agrarian policy in Kazakhstan. A comparison with the TSE of the Russian Federation indicates a much larger amount of government support for the agrarian sector of the Russian Federation, but the TSE of the Russian Federation is also characterized by sharp fluctuations. The analysis of PSE components for Ukraine for 1995-2016 shows that from year to year, none of the components shows stable values. At the same time, the level of support for Ukrainian producers of agrarian products, determined by the PSE indicator, does not correlate with the data on the profitability of Ukrainian agrarian enterprises. The comparison of data on the level of profitability of agricultural production in agricultural enterprises and the level of support for agricultural production by the OECD method in terms of PSE does not show the relationship between these indicators, rather demonstrating their antitrust nature. Also unstable is the share of PSE in GFR for 1995-2016, the dynamics of which generally confirms the volatility of regulatory measures in the agricultural sector of Ukraine. At the same time, the sequence of regulatory policy in developed countries is confirmed by statistics. If for the European Union and OECD countries the share of PSE in GFR is stable, then for post-Soviet countries (Kazakhstan, Russia, Ukraine) it undergoes significant fluctuations.
