ДЕРЖАВНА ІНВЕСТИЦІЙНА ПОЛІТИКА В АГРАРНОМУ СЕКТОРІ УКРАЇНИ: ДЖЕРЕЛА ТА МЕХАНІЗМИ РЕАЛІЗАЦІЇ

Abstract
Boyko L.N. State investment policy in the agrarian sector of Ukraine: the sources and mechanisms of implementation. The subject of research are the features of investment policy in agriculture, the study of existing sources and investment support mechanisms for agricultural production. The aim of the article is to study the major trends in the field of investment in the agrarian sector of Ukraine and the search for ways to improve the state investment policy in the context of increasing the volume of the formation of own investment resources by business entities. The results. The study determined that the primary system factors that determine a favorable investment climate, and increase the volume of investments in favor inefficient and non-systemic (characterized by the release of funds declared as a residual) policy of the state. Features of investment support domestic agricultural producers for the period 2010-2015 is to increase the volume of capital investments and a decrease in foreign investment. For the Ukrainian agricultural sector is a tendency discrepancy between the share of agriculture in gross added value and share in capital investment (except in 2015), whereas in European countries, on the contrary, the share of capital investment, usually several times higher than the contribution of this sector in the gross value added. In the structure of capital investment funding sources, reduction of the share of the state budget is observed in Ukraine and the credit and loans with an increase in own funds of economic entities. In addition, for the Ukrainian agricultural enterprises, until recently not created equal with other sectors of the economy economic conditions, resulting in a loss of revenue to them appropriate. Thus, at the state level is necessary: 1) to ensure parity of prices for agricultural products and products of other industries, consumption in this sector of the economy; 2) To ensure parity of conditions of reproduction of capital in agriculture and other industries. The above will increase the revenues of producers in agriculture and the growth of its own funds in the structure of capital investment funding sources. Scope of the results. These findings should be considered in the development of measures to improve the state investment policy in the agricultural sector.
