Welfare state and quality of life: Nordic countries experience and Ukrainian reality

Abstract
The article deals with the problem of the welfare state formation in Europe with focuses attention to the welfare state phenomenon as a system that redistributes material goods according to the principle of social justice (means that every citizen should has decent standard of living and government need to minimize social inequality). We justified in the article that confidence among politicians and officials, common democratic values they profess, enhance the efficiency of the public sector but corruption reduces the effect of socio-economic reforms. The reasons of the corruption trap into which enter countries (including Ukraine) are analyze. The main problem we discussed that excessive centralization of the political system and strict «chain of power» narrow space for civic initiatives, dramatically reducing the possibility of using social capital to improve life performance and stimulation economic growth. In example of Nordic countries we proposed the basic tools of solving the problem of Ukrainian corruption and shadow economy in the context of European integration and democratization.
