WESTERN EXPERIENCE OF THE PRIORITY OF HIGHER EDUCATION SECTOR IN THE CIRCUMSTANCES OF GROWING GLOBALIZATION

Abstract

Due to the rapid scientific and technical progress in conjunction with increasing globalization, the knowledge gained within higher education system gets out-of-date very fast, and this problem is very topical in social, especially in economic sciences. Actually this problem appeared already long before the global economic crisis. High quality training of specialists closely linked with scientific and innovative activities, becomes a political priority of all developed countries. Competitiveness is no longer gained either by the size of a country, its natural resources or financial capital, but by its ability to generate innovative knowledge, and it is possible only in case the system of higher education functions efficiently and develops constantly. The fact that Latvia has become an outsider among EU member states with respect to the share of GDP spent on scientific research and experience building activities, causes concern. Insufficient cooperation among fundamental and applied research with higher education institutions results in considerable problems of the higher education service quality in Latvia. The globalization threats prevailing over benefits in the sphere of higher education are characteristic mainly for developing countries and this phenomena is especially topical for Latvia in the context of global economic crisis. It faces the threat of transformation of a state higher education institution into education provider businesses, intensification of the brain drain process, retaining unequal accesses to high quality higher education among young people due to their social background, loss of development and research functions of a higher education institution, etc. In order to keep the existing scientific and educational potential, it is necessary to learn from the experience of such countries as Sweden, Denmark, Ireland, and especially Finland. In the period of growing globalization namely Finland has demonstrated not only its ability to solve complicated problems, retain the viability of its economy, but has also become one of the most competitive economies on the global economy scene.
