What’s restraining a person from committing a crime: conscience or law?

Abstract
The article reveals the problems of crime prevention, the interrelation of notions «conscience» and «law» as factors of deterrence from committing a crime, their philosophical and criminological comprehension; with analyzed statistical data of restraining factors from committing any criminal offence.
