Wybrane metody kontroli kosztów i finansowania przedsięwzięć w zarządzaniu projektami

Abstract
Celem niniejszego artykułu jest przedstawienie modeli dwóch metod kontroli kosztów i finansowania przedsięwzięć. Są to: metoda Earned Value (EVT), metoda Project Finance (PF). Metoda EVT jest stosowana w bieżącym monitorowaniu i analizie realizacji projektów. Funkcje te są odniesione do kontroli kosztów, a zarazem do ustalenia przebiegu prac wykonawczych w czasie. Ważną rolę w metodzie EVT pełnią techniki kwalifikacji stopnia wykonania projektu. Wykorzystuje się je do rozliczenia projektu, mając na względzie wykonanie planu kosztów oraz poziom zaawansowania przedsięwzięcia od strony technicznej. Metoda PF jest koncepcją finansowania projektów w specyficzny sposób, mianowicie w oparciu o nadwyżkę finansową generowaną przez sam projekt. Oznacza to, że finansowanie realizacji przedsięwzięć (przede wszystkim dużych zadań inwestycyjnych) bazuje na kredycie, dla którego źródłem spłaty jest nadwyżka finansowa uzyskana wprost z projektu, zaś zabezpieczeniem kredytu jest majątek, powstający w rezultacie realizacji projektu.
