Abstract
Consumption becomes a fundamental environmental factor. You can talk about the need for "maximum Law for mankind." In accordance with the "Law" of the world's population, its energy and bio consumption must comply with the biological capacity of the Earth and does not go beyond it. An integral part of sustainable development must be the principle of "vital consumption" as a personal and public level instead of the dominant principle of "increased production and consumption." Index "degree of environmental culture" including the indicator "culture of consumption" of natural resources, both at the individual and at the level of society must come as part of the integral index in the "True measure of progress"(Genuine Progress Indicator – GPI) and "Human development index"(HDI).
