ZASTOSOWANIE ANALIZY SWOT W PLANOWANIU STRATEGICZNYM PROCESÓW UDOSTĘPNIANIA DRZEWOSTANÓW SZLAKAMI OPERACYJNYMI

Abstract

One of the strategic objectives of the State Forest is to assure sustainable development of forest man- agement, based on the 3 × E rule. This rule is applied in the most comprehensive manner at opening forest stands with strip roads. Providing a complex access to stands will be the most beneficial only if all stakeholders, involved in shaping the forest management, such as the SF staff and contractors, cooperate with each other in a reasonable way. Thus, an essential task to achieve this goal is to in- vestigate the opinion of these professional groups on the actual condition and future opportunities of establishing strip roads. This paper aimed to characterise the issue of making forest stands acces- sible for logging vehicles. In order to do this, the authors employed the SWOT analysis covering the possibilities of designing and construction of strip roads in forest districts located in the mountains and in the lowlands. Questionnaire surveys were conducted within the three groups of respondents responsible for planning (Forest District), supervision (Forest Subdistrict) and execution (Forest Ser- vices) of those roads. In the course of the SWOT analysis, the data obtained in the questionnaire sur- veys was ordered according to the classical scheme, including the weaknesses and strengths, as well as the opportunities and threats. In the both types of forest districts, positive opinions with regard to strengths and opportunities clearly prevailed; however the total result was much more favourable for lowlands, where the grades were higher even by a few hundred percent in certain cases. The greatest discrepancies with regard to opinions on planning were recorded between the respondents from the mountain forest districts and those from the lowlands. Definitely more benefits related to establishing strip roads were seen by the respondents from the lowland forest districts. The SWOT analysis can be employed in a format of recognition of the selected issue referring to the develop- ment of certain management units.
