Abstract

Os trabalhos reunidos neste dossiê apresentam um fio condutor comum: o impacto do processo de digitalização e inovação tecnológica sobre os mercados culturais, sejam eles musical, televisivo, editorial, assim como sobre o próprio trabalho, as estratégias e racionalidades empresariais presentes no âmbito desses mercados. O material empírico e analítico urdido para esta publicação traz o signo do ineditismo e da originalidade, pois é a primeira vez que, no Brasil, um periódico com a envergadura e penetração da Revista Sociedade e Estado dedica um volume às interfaces entre tecnologia e mercados culturais.

Sociopolitical life in cultural markets in the city of Porto Alegre

Abstract

The possibilities of information and communication technologies combined with norms and rules of the global system have contributed to the transformation of cultural markets, recreating conceptions and arrangements between art-technology-market. The article discusses the sociopolitical implications of these transformations in the cultural markets, focusing the responses of the agents in different instances of political action in the city of Porto Alegre. The data are the result of a combination of different sources of research, including interviews with professional leaders and entrepreneurs in the world of culture, as well as reports and documents obtained from various websites. The argument that guides the analysis is that these transformations tend to produce different types of sociopolitical actions, such as mobilizations of new collective artists, new professional associations and reformulation of guidelines in associations previously existing, and presence in new and old public policy councils.

Abstract

The goal of this text is to rebuild the scene of the controversial standardization of Ginga, the interactive middleware of the digital Brazilian TV which final architecture generated the combination of two languages: NCL-Lua (open code) and Java-DTV (owner). Our purpose is to demonstrate how, in the terms of the technical democracy, the dispute among distinct actors of the Brazilian Digital and Interactive TV System (SBTVi) took place between the management of symbolic digitalization, high definition and interaction in service of the market and government’s social inclusion projects by open TV. We are interested on the values and norms proposed by researchers, developers, broadcasters, government, software industry, leaders of social movements in favour of the democratization of the communication concerning the standardization device Ginga, the SBTVi Forum. The history of Ginga exemplifies how the standardization o innovation are associated with social and technical schemes in which technical and human issues get attached and turn apart according to the course of deals. Based on the realization of documental analysis and semi-structured interviews, we discuss the constitution of a border-object output of conflicts among actors who express diverse participations on the interactive project combined with the Brazilian social inclusion and industrial politic, purposes initially attributed to the SBTVi.

Abstract

This paper analyzes the impact of digitization on the Music Global Value Chains, underlining the Brazilian market. In this sense, it observes the majors labels’ crisis and the digital aggregators emergence within this value chain. With the main objective to analyze the impacts of the digitalization on the governance structure of the music industry, mainly in Brazil, it adapts the governance concept from Global Value Chain approach to the creative industries context according to the Evolutionary economics perspective, combining the Veblenian microeconomics with the Neo-Schumpeterian macroeconomics. It concludes that aggregators’ rising is due to a successful adaptation to the new technological paradigm and the development of new tools for consumption habits formation, assuring the structuration of the expectations from consumers as well as firms such as indie labels and streaming platforms.

Abstract

This article is based on the analysis of the practices and representations of publishers who attend the fairs of printed art held in the city of São Paulo in recent years. Our goal is to understanding the sociotechnical vectors that organize these practices and the materialities of the editorial objects published and marketed there. At the heart of the analysis is the relationship between the technicities (codex, paper, and print) mobilized by these publishers and certain conceptions of the past, present, and future that are inscribed in their individual and collective investments, between the "return to the artisanal" and the pretension to build a viable future for the publication. It is concluded that the new forms of fetishization of the printed book are conditioned by both the technical evolutions provided by digital technologies and by the programmatic denial of the conventional book identified with the mainstream publishing market.

Abstract

The cultural-digital capitalism has as its core the process of digitalization of the symbolic. This process harbors four interdependent phenomena: (1) consolidation of streaming technology; (2) the global expansion of the use of mobile digital devices, especially smartphones; (3) digital convergence; (4) the advent and profusion of Web 2.0, the Internet stage in which most of the content is created, distributed, shared and consumed by the users themselves. The interfaces between these four phenomena have allowed the world's largest digital technology corporations (Google, Amazon, Facebook, Apple and Microsoft) to become major art, culture and entertainment corporations, building new business models - cultural services, especially the provision of subscription services via streaming. Considering the cross-reference of different quantitative data about these phenomena, this paper intends to understand the expansion of cultural-digital services in Brazil in the last ten years.

Abstract

With the analysis of over 3,000 notices of faculty civil service entrance examinations from 63 federal universities, our main objective was to problematize the implementation terms of Law n.o 12.990 / 2014, which reserves 20% of federal civil service examination vacancies for black applicants. A central conclusion of our research is that there is no uniformity among universities as to how to interpret the requirement of more than two vacancies per notice in order to ensure the reservation. In this scenario, the percentage allocated to black people in the analyzed notices over a period of three and a half years, totaling over 15,000 vacancies, is less than 5%. This reality seems to be contrary to the objectives of Law n.o 12,990 / 2014 and contradicts Federal Government and Judiciary organs' manifestations that the percentage of 20% for black people be followed, including in faculty civil service entrance examinations.

Abstract

This article presents the results from a doctoral dissertation that analyzed the actions taken by the Office for the Protection of Children and Youth and the Child Protective Services, from 2009 to 2013, in order to guarantee access to Early childhood education in the city of Juiz de Fora, Minas Gerais. The research was conducted by means of bibliographical review, documental analyses and semi-structured interview. As examples of brief results, it is pointed out the city's difficulty in securing access to Early childhood education, especially to nursery schools, and fulfilling the goals established in national education guidelines; the ineffectiveness of the children and youth's social protection network; and the movement of (de)Judicialization of education, considering the participation of another actor for demanding children’s right: the legislative power.

Abstract

The concept of neoliberalism has been retaken by the social sciences since 2000s, with the reopening of the international debate that seeks to give more precise definitions in its critical aspect. The main arguments against the use of the concept are analyzed and its use is defended due to its strategic importance. Definitions are grouped according to the main sociological theories, separating between those that present an "essence" of Neoliberalism (Foucaultian, Marxian, Bourdieusian and Weberian theories) and those that prefer to deal with the multiplicity of singular historical and geographical manifestations, emphasizing the hybrid character of neoliberalism (post-colonialist, governmental hybridism and neoregulationist theories). It concludes by pointing to the complementarity of the targets, but also to the strategic implications of different theoretical options, especially regarding the diagnosis of the "death" of neoliberalism after the financial crisis of 2008.

Abstract

In recent years the work of Gilberto Freyre (1900-1987) has been deeply reexamined, which has led researchers to explore this intellectual legacy from new angles. In order to contribute to this debate, in this article I will analyze the way in which Freyre incorporates South Brazil in his wider interpretation of the Brazilian culture, at the same time that he develops a dialogue with intellectuals from the South of Brazil. I understand that this double movement is part of Freyre's intellectual project of valorizing the province, articulating the idea of a region with that of national unity, with a Portuguese and Catholic cultural base.

Abstract

This article advocates the idea that the debate about the dependence on Latin America was primarily a debate around the possibilities opened up by the development of a specific capitalism. It determined that the advance of the debate revolve around the dispute between socialism and reformism, however without giving up to produce an important theoretical contribution to the Brazilian and Latin American social sciences. We believe that the transition from debate about the dependency to the Marxist camp provided its elevation to the status of theory, understood as part of the theoretical-methodological started by Marx, especially the Ruy M. Marini contribution.

Abstract

Este texto apresenta alguns conjuntos de questões sobre um novo domínio de pesquisa, a respeito do qual a psicologia social e as ciências sociais começam a se debruçar: as ameaças sociais. Tive o prazer de iniciar reflexões sobre esse tema em dois colóquios. O primeiro ocorrido, há três anos, na Universidade Paris V (René Descartes), cujas atas acabam de ser publicadas (Caillaud et alii, 2017). Organizei o segundo, na Fondation Maison des Sciences de l’Homme de Paris, com meus colegas Ewa Drozda Sendovska, da Universidade de Paris V, e Jorge Vala, da Universidade de Lisboa. Esse colóquio interdisciplinar reuniu outros psicólogos sociais e participantes proveniente das áreas de sociologia, antropologia, economia, biologia e ecologia.
