A network approach to Inter-organizational Cooperation in emergency management

Abstract
The article presents the scale of Inter-organizational Cooperation in emergency management in the scope of a network approach. It was assumed, that the core efforts aiming to reduce the risks for people, environment and property is the cooperation and partnership relations between local governments, entities responsible for safety and the society. The basics of the effectiveness in emergency management are the identification and elimination of problems in coordination and the clear rules of cooperation and responsibilities.Emergency management takes place at all organizational levels of the state, but it has a critical meaning for local governments. Conducting operations in emergency management is a challenge in any circumstances. It requires quick decision-making, action in a dynamic environment and team work. Fast response and mobilization of essentially independent entities, inspections and guards, government, NGOs and civil area is considered necessary in an emergency situation. Due to professional background, equipment and statutory functions, the greatest potential for emergency response is assigned to operational units, and most of all to the State Fire Service. These conditions resulted in an assessment of the level of cooperation in emergency management by means of research conducted in 2011 in the State Fire Service units in the province of Silesia.The results of this study indicate a high level of cooperation of the State Fire Service with the local community as well as good cooperation with local government. When it comes to the relationship between operational units in emergency management, the cooperation takes place primarily among fire brigade units, which may be the result of specialization. A high level of cooperation and regular common operations may also be observed between the Police and Ambulance. These units form a triad designed to respond to any threat to safety. This response requires frequent contacts and is the foundation for building relationships. Cooperation with other units is carried out sporadically, depending on the need. It leads to the conclusion that the Inter-organizational Cooperation in emergency management is built on the basis of relationships established during intervention and rescue actions.
