A Quantitative Approach for Clustering Base Stations in Turkey

Abstract

This study involves an optimization effort for the regional network scheme of the Information and Communication Technologies Authority (ICTA) of Turkey. Current network composes of 7 regions covering every city in the country. Each region has a pre-determined regional center. The problem at hand is modeled as a Generalized Assignment Problem (GAP) and a problem-specific algorithm that uses Tabu Search approach is developed to improve the current network. The objective is to reduce total distance between each regional center and the cities within these regions. The proposed algorithm proves to reduce the total distance approximately 15% as indicated in the computational results section.
